Yes, still legal for the ojib's that live in that region jojo, more of a statement by the tribe who by spearing muskies are showing their displeasure with negotiations with government agencies over other major issues they feel have been given a deaf ear so far.

Doing it because they can I suppose in hopes of opening communication channels with the federal and state governments.

Painful to see a pic like that but it is within their treaty rights.
