So, what does this mean to the casual recreational boater who keeps a P-can on board?

"EPA Designates Lake Erie as a No Discharge Zone: At DEC's request, the Environmental Protection Agency has designated New York's portion o... It is illegal to discharge sewage from boats into any waterbody designated as a No Discharge Zone and boaters are required to use an appropriate pump-out station, found at many marinas, to dispose of their sewage. DEC collaborated with the NYS Department of State and the NYS Environmental Facilities Corporation to prepare the No Discharge Zone request. It looks like dumping pee bottles would also be prohibited. Technically, I believe it is also prohibited in all small freshwater lakes. It seems like it is commonly done but you could probably be cited for it.

Are they going to start citing all the little kids peeing in the water at the beaches?

Maybe they will be using real time satellite imaging with pee detection software.
