Does this mean we can take our boats into Canadaian waters & fish as long as we don't anchor, land or meet up with another boat?

I think it means you don't need to be vaccinated or tested or even check in with authorities, as long as you don't land or anchor or meet up with another boat.

I wonder if you can meet up with another boat from the US that hasn't landed or anchored.

The way it’s written seems to say that being fully vaccinated is still a requirement but the need for a negative covid test and reporting in upon entering Canadian waters will be waived.

After reading it again I think the only requirement that's waived is needing to report prior to arrival. It looks like having a negative molecular test is also still needed. Nowhere does it say the vaccination or covid test is no longer necessary. I'll still be holding off on buying a Ontario license. 

I believe Carl is right. You have to be vaccinated but don't need a test and don't have to report in. And I would say you can't make contact with anyone on another boat.

In the third bullet point it says:

The part I underlined is the key. The pre-arrival test does not have to be handed to border agent because you will not be making contact with a border agent at a point of entry. And, since you will not have to submit the mandatory info (which includes proof of vaccination) via ArriveCAN, I interpret that as not needing to submit proof of vaccination. It doesn't say that you will need to show proof of vaccination or negative test result if you are approached on the water by Canadian authorities. But I am not at all saying that don't need to get vaccinated.

This is not intended to be used as legal advice. You may need to consult the Supreme Court for consensus.

If a boat does not land in Canada, make contact with another boat, does not anchor, there are two things which will not be required:

1. You do not have to submit a pre-arrival test to Arrive CAN. Unfortunately, it doesn't say that a pre-arrival test is waived (though I think that is the intent). So it's not clear whether or not you have to take a test before arriving. That is, you may still be required to take a pre-arrival test, but you don't have to submit the results to ArriveCAN. 

2. You do not have to give your other mandatory info via ArriveCAN

Also, this implies that all other requirements are still in place, including being fully vaccinated and having no contact with another boat. Since it does not specifiy no contact with a Canadian boat, it means no contact with any boat in Canadian waters. 

I think further clarification from Canadian authorities is needed.

Sorry to have missed you all today but I had a conflict.
I called Canada Health 1-833-784-4397, Canadian Boarder Info1-800-461-9999, Can Pass 1-888-226-7277, US Boarder Patrol. 1-800-331-0353 and they all said Fully Vaccinated people can cross over and fish Canada. USB said they now have a ROAM App that we have to let them know we are coming back to US. Does anyone have Tubby’s number, he used to be a Club Member and is RCMP or OPP I would like to give him a call also

This is from the Canadian Border Services website:

"Entering Canadian Waters for Leisure Cruising

You can now enter Canada for leisure and touring, including pleasure fishing, sightseeing and other discretionary purposes (known as loop movements).

However, you must:

  • continuously remain on your boat while in Canadian waters
  • not land in Canada
  • not make contact with another boat
  • not moor or anchor while in Canadian waters

If at any point, you land on Canadian soil, come in contact with another boat or drop anchor, you will be required to report to the CBSA and if you’re eligible to enter Canada, you will become subject to all entry requirements including pre-arrival testing and submitting your mandatory information into ArriveCAN. Travellers engaged in transit or loop movements are not required to report to the CBSA."

According to this language, you will be subject to pre-arrival testing if you land on Canadian soil, come in contact with another boat or drop anchor. Therefore, if you don't do any of those things, you are not subject to pre-arrival testing. Web site is:

Based upon this language, I'm statisfied that we do not have to take a covid test before crossing the Niagara River by boat to fish in Canadian waters. I'm getting my Canadian license, will have a copy of my vaccination and this web page, and will be fishing in Canadian waters soon.

That what it sounds like to me, too, Tony. I'll do the same as you and I have pics of the front & back of my vac card on my phone. Since I'm fully vaccinated, whether or not one needs to even be is irrelevant (to me).
