It is concerning & I, personally, like to see small fish caught (& properly released) for any species. At least then, we know the fishery is healthy. Has the fishery in the past been cyclic with up's & down's as with other species (take perch five years ago vs. now) or has there been a steady decline? I know the sampling done by the DEC has shown a steady decline in YOY...

NMA members,
We learned yesterday that our August speaker had to cancel due to a family health
issue.
In lieu of the scheduled speaker, we will be reviewing this year's catch data to-date - see what's working, what may be different from years past, and how the season's progressing so far. This info should assist you in your Niagara River fishing pursuits for the next couple months.
